So if you are the sort who takes a long bus ride\car pool to work, or if you spend your normal days with available time away from your PC that you want to dedicate to this game, of if you prefer to wind down in bed playing a game for an hour+...then I'd say iPad.
But if you prefer to do your longer gaming sessions on a PC maybe with a larger monitor, etc., then I'd go with Steam.
This game *can* be played in brief shots where you pick it up and put it down constantly (iPad). But it's a very grindy game at times. If you aren't careful you'll get bored with an iPad by playing quick 15 minute sessions. It will take you a long time to get through certain parts playing like that and you'll feel like it drags on forever. Then you'll lose interest in one of the better games in the series.
I don't know how familiar you are with this game. Even if you've played it before and you're after the nostalgia of FF III (this game on SNES)...works best with longer play sessions. So I'd say that you go with the platform that you tend to gravitate to for that sort of play style.
