You have to be hit by the attack. Moreover, you must either be the Blue Mage class or have the Learning ability equipped on the character being hit by the ability you want to learn. They do not need to survive the attack, just need to by hit by it. Then you need to win the battle. If you run away, you will not get the skill.

I currently can't start the game but from gba memories you have to have learner equipped or somene be a blue mage and you have to witness the attack then kill the enemy and you learned the skill.

Just a note (iirc), if the party member in question does not survive the attack, they must be revived before the battle's over to learn it.

Also, if one character learns a Blue Magic spell, that spell's available for ALL your party members with access to Blue Magic. (like how you only need to buy one Cure for everyone with access to White Magic to be able to use it) As such, turning everyone into a Blue Mage or equipping Learning on everyone's a pretty good way of learning more annoying Blue Magics.

Wrong. I was in the Wind Shrine trying to get Aero and Butz died from being hit by it. I finished the battle and still got the spell. I didn't revive him.

This may have been patched in newer versions, but it definitely didn't work in the SNES version.

Oh the dozens of attempts to get level 5 death....
