Did they change Neo Shinryu?

I remember back on the GBA his invisible targets only soaked random attacks like Meteor and Rapid Fire, but this time it seems like they eat literally everything except black magic. I don't think I've seen a single physical attack land or even show "miss", even with Aim or Jump, which makes things kind of ridiculous when he puts up Mute at the end. It even eats targeted Blue spells with no accuracy roll like 1000 Needles or Aeroga.

EDIT: I got him, but it was pure luck. It looks like his invisible targets eat about 90% of all physical and blue, even if they're manual target. It'll also usually eat AOE Aeroga, however the hell that works. So you just sort of have to stonewall with elixirs and White Wind and hope you land two more hits.

To any aspiring game devs, don't do this. If you want a boss to have a tense desperation phase that lasts a certain amount of time, just pad out his HP. Don't give him 90% evasion with no way to bypass or lower it. That's ♥♥♥♥ing stupid.
