Skill Points per Action/Crafting Time

I'm really confused about this two settings. I have played around with a few values for both and I don't seem to be getting any points from it. Maybe my interpretation of them is wrong? I was assuming I would get progression towards stars while using active skills like gathering or cooking, but that doesn't seem to be the case? What am I missing here?

Stars unlock over time, based on your food and housing multiplier.

Specialisation skills unlock from use.

Upping these numbers increases the rate at which these two things progress.
