So how does mechanical power work now?
I have 3 water wheels
my lathe and assembly line were fine pre-10, obviously
now they say "you have xyz power available, but this device doesn't have any ..."

they are sitting like 5 squares form the wheels

so ... do I need to *CONNECT* them somehow? is there somewhere I can read about how this works now.

Am I using the telegraph poles in the mechanistic station?

They work the same as before, but waterwheels and windmills provide very little power amount now, so you need to use a steam engine. The range of mechanical power was increased to be the same range as for electrical power :)

, i have 11 windmills and i'm only trying to use a few machine , the machines say ; power grid has insufficient power , and the windmills say ; power grid disabled this generator to save resource ( which by the way is very funny cause the wind don't care what's in it's way )

It will turn off, if turning it on could not provide sufficient power for what you need. And yes, we're looking into the change for green electricity producers - they also stop their animations, which is not looking very nice.

Well, i found out, i need 125 windmills to run the assembly line to get the needed mechanical waterpump to run the assembly line!

Kind of circular production?

You are not supposed to use waterwheels or windmills for the assembly line, the steam engine is the intended choice. You still can do that, though, of course.

For a world started in version 10, the Steam Engine is made at the Machinist's Table, and does not need parts from the later Mechanics machines. Similarly, the mechanical water pump is made at the wheelwright's table. using parts made at the anvil but nothing higher-tech. If you are still seeing the version 9 recipes for those items in a converted world, you will definitely have a chicken-and-egg problem getting things working.

I *think* converting the world should have replaced those recipes, but if your server is running a mod that changed them, it might need to be updated.
