b) The same user (steam ID) can't log in to the same server
I think right now there is a problem where the server does not "forget" a logged out client, so the client can not log in again. A server restart should help.
You then need to let the provider know to do that, we don't know everyone that hosts Eco and what systems they use to do so, the requirement was noted in the release notes.
You can have an unlimited amount of servers registered to an account which can also be the same one you play with. What is the problem you get, the screenshot does only show a login screen?

It will then prompt you to enter a username, e-mail and password. Make sure to not use the details of the already existing account that does not own Eco. Merging and linking existing accounts will be available soon.
Also if you already own Eco on Steam, you don't need to buy it again from SLG to host the server, you can provide proof of purchase for Eco to SLG by "Linking" your SLG Account to your "Steam Account" through the SLG Website.
Also just a tip: Steam does NOT limit Eco Server to running through steam, you can run it from the Directory Executable and completely bypass any need for a "Steam Login" - this will NOT prevent you from needing a SLG Login for the server.
