Using an Nvidia GPU and Windows 8, I do get 60FPS...but your FPS loss is shared by every single player of this game, it's a memory leak issue involved with chunk loading.
Do NOT play this game at max settings. Disable ambient occlusion, turn down all the draw distance settings, bloom disabled, etc. If you've already done all that and it's still 30FPS when you launch the game after restarting your OS, it might be refund time.
I forgot to mention that I use 4K resolution, and lowering it to 1080p made it go all the way up to 60fps. It is weird that 4K lowers resolution to exactly 30fps.
I was recommended to restart the game every time the fps get too low, but I believe hitting "Apply" button in the graphics settings works too and is much simpler.
I'm not gonna refund since I enjoy the game, but I am annoyed that the memory leak and performance issues continue to be dragged on.
