Collaboration Setting for dedicated server (NoCollaboration)

I'm trying to test things out on a server I have. I see that I need to change the network.eco file to a setting in that matches one in the difficulty.eco file, the problem is I can't find the no colab settings in the difficulty.eco.template nor from a single player game I booted up with collaboration set to none. The single players game difficulty.eco only has the setting for medium collaboration in it.

It is really not making sense to me.

Are the settings a farce in single player?
Where do I find the no collaboration settings?

When you start the EcoServer.exe a server ui will open, you can in there go to Gameplay -> Difficulty and change to "NoCollaboration", it will then set the correct values that you can then save.

Thank you. I copied the file that was made after setting the single player server to no collaboration and used it in the dedicated server. The server info says low collaboration though, is this normal?
