Ive read several scrolls but dont have the papers now. How do we get them since the update

Towns, counties, and federations generate them based on population (and also generate new claim stakes based on population at a lower rate). Claims generated by a government can only be used in the area that government controls. Depending on how the government is set up, they can be handed out in many different ways, since not all players (and not all professions) need the same number of claims. Governments also have other ways to control land use, such as laws that refer to districts - a law that specifies "only John can harvest plants in the district of John's Farm" would serve almost the same purpose as giving John a bunch of claim papers and having him claim the farm.

If you disabled settlements, you need to enable the gain per levelup in Balance.eco with any full number value you want, to get claim stakes and papers. Not using settlements is possible, but is legacy for experienced users, hence it needs some additional configuration:
