Sewage and Combustion Generator Issue!!

Ok. This crap is really starting to get frustrating. Yet again there is an error with something and it's not telling me how to fix the problem!

I have a smaller generator already hooked up at my oil rig (that was a total headache-nightmare to set up) and I just made the Combustion Generator so I could run my computer lab and what not.

it keeps telling me the Sewage output isn't available! But I have a "Water Filter" all hooked up with a stockpile for the compost and everything SAYS it's in the green! But the Combustion Engine says it need's at least 0.27 liters per second. So I hooked up a SECOND Water Filter... but it's still not working!!! I can't find anywhere that has how much these water filters can pump out or even if you can hook up several of them for cumulative effect!!

Does anyone know what to do here??

(this part is just me venting my frustrations)
I'm so darn frustrated I might be done with this bloody game. I just keep hitting these walls where the new whatever item I just made needs a "SOMETHING IMPORTANT" and yet there is NO WHERE to find info on how to fix said problems. Every time I have to HOPE that a youtuber has benevolently made a video that happens to cover the issue I"m having.
