Max player level and unlearning skills

Hi. I have a question regarding max lvl. On server which I play it stopped increasing at 31.
1. Is this normal?
2. Can it be increased in config?
3. Can we unlearn some skills?
4. Is there any point in having good proportion of food in order to get food bonus and housing bonus if we have max lvl already?

im also wondering? Im at level 7 and its stopped giving me any personal xp. Its not letting me learn Engineering, I researched the book and scroll but still hasnt moved from zero. I love some of the improvements but, seems to have gotten much harder to research and many other things..

Someone told me that there are 31 skills so 31lvl is max but to be honest I thought that there are more skills

As a player on a server you shouldn't ever reach that many skills, not even anywhere near that.

Extremely would be an understatement.

We started again on default settings and without mods that make game easier. Now its much more challenging and gives more fun :)
