I myself generally make my ceiling 5 high for 2 storey building. Why?... A stockpile is 5high this allows you to tuck a stockpile under the second floor if you need, for say easy material aquisition for benches. Other then that it all depends on tatse and shape/Size of building

3high, with a flat roof using square blocks for the roof not roof tiles, repeat 3high wall sections, then a proper tile roof on that

or if the building size is big enough the centre of a tiled roof is enough

i like to have a 3 block high interior myself, gives appropriate headspace and allows for building in a more realistic manner if you like to build that way. roof tiles are a bit of a nightmare when you first use them but once you figure out how they work its easy, but not without its frustrations lol.

generally i have a floor, 3 block high walls and then the second floor utilizing any space that the roof tiles havent occupied. the house in the screen has 15 separate rooms, among them being

main floor; kitchen, bathroom, dining room, office, living room, hall, and staircase (counts as a room according to the game)

second floor; 2 bedrooms, 1 master bedroom w/ ensuite, second office

basement; tinkershop, potting room (farmers bench for seeds) and a storage room.

This is What i have just done for my server for a fresh Restart, This will be the Town Hall/Spawn, It will contain Treasury, Mint (For Global Currency) and Exchange for the most Part. It is surrounded by roads on their own claim and Pre claimed shop areas. It will be the Worlds Only allowable shopping area (To promote trade).

I went with the Block Build but broke it up by using different materials to give it a Less flat Block look. Could easily be made a house. It has 6 rooms a Hall Foyer and 2 small open stair wells. Top floor has 2 rooms with the hall being either side of 2 of the 3x3 windows.

It seems the only problem is when you make stairs to the next floor, it requires a 3 block opening, but then that makes the hole too big for room requirements. Any suggestions?

Yep... I wall off the stairs with a door on either end. If done right, you can use the space under the upper half as a space to place a chest or some tables. As you'll see in the screenshot added, the stairs are hidden behind the wall in the back left corner of the kitchen that led upstairs. https://steamcommunity.com/sharedfiles/filedetails/?id=2507512082 The corner I mean is the one in the top middle of the image.

External stairs work too as a trick. Later on can replace with an elevator...

The problem with this design is it doesn't break the rooms up and down from each other as the open gap is too large. There can't be a gap larger than 1x1, 1x2, or 2x1 which are associated with a single window, double window or door. This design is fine in a building that is used for production with industrial tables. In a building that you wanna gain house bonus from, you'd need to block off the stairs to separate the floors/rooms.

Perhaps but look at that Tier level (0.86). That means you're only getting 86% of the maximum bonus the room can have with Tier 1 building materials. By enclosing the stairs you can get the full 1.0 Tier value and 100% of the housing bonus of decor in the room. This also applies to buildings with Industrial tables in them. Once you take the Lavish perk at lvl6 of a craft skill, This room would be no longer valid and disable the table. This is why craft tables are at 0.8 room tier value for Tier 1 rooms and 1.8 room tier for Tier 2 rooms. The Lavish perk makes it mandatory for the room to be perfect 1.0 or 2.0 and that perk is a lot better than the other option at lvl6 as Lavish reduces material costs by an extra 5%.

20-ish wall segments would change the room tier from 0.86 to 1.0 depending on how that stockpile of wood is positioned compared to your stairwell.
