Different items make rooms different eg GeneralRoom,Bathroom LivingRoom, Kitchen
These can be determined by the type of furniture placed in a room, Each room has to be seperated by a door.
For Example
Latrine = Bathroom, Icebox = Kitchen , Table+Chairs = Living Room, Electric Wall Lamps = General Room. These are just examples but placing more of said items in rooms along with related crafting tables will increase your house points. If you hover over the circle in the bottom left not the Nutrition one, it will tell you what rooms you have and the items in them and the score given.

Firstly you need to build 5 separate rooms. In 4 of these rooms you need to put a unique item.
Kitchen: Butcher's table/Icebox
Bathroom: Latrine
Living Room: Small Table
Bedroom: Wooden Straw Bed
The 5th room is the General Room. Here you can place any of the generic items that dont have a specific room type attached to them (table, chair, round pot, square pot) to make the room.
After you have one of these unique items you can simply spam these generic items into the room to increase the bonus. You need to keep the room values the same for every room to maximise your bonus. This is why when you add a new item to a room you may see the value drop. It didnt drop because you did something wrong - it dropped because you lost the balance of points between rooms - simply add another item in your other 4 rooms and you will see the points go up.
The secret to making maximum points in housing is to get to tier 2 furniture as quickly as possible. This is easier done than most people think. What you need is to unlock Tailoring. When you have Tailoring you can spam Medium Rugs. With 8 Medium Rugs + the unique item in each room you should reach a housing bonus of 45.6

One final thing - when you add items to a room they suffer from Diminishing Return, meaning that every item in the room gives a lower bonus depending on the number of items in the room. Its important to make sure the last item in the list is the tier 1 room item (bed, latrine, small table etc) to maximise your bonus. To do this, simply delete the tier 1 item and then put it back in the room again after you've placed the Medium Rugs.
I hope this helps you get that SP modifier of your dreams...
Just to take it further - A single Tailor with 3 Tailoring Tables can make 700 Medium Rugs per day (max speed and efficiency bonus + Grassland Gathering) and a 5 man team with 100 SP/day can kill the meteor very quickly on medium settings.
I personally regard the housing skillpoints system as broken atm and I would like to see it removed completely or fixed. In its current state it makes the game extremely easy to win.
You can easily hit 50 with fewer rooms but it generally takes longer to aquire good house items than it does to simply build another very small room.
As a side note in regard to previous comments about how to order what items are placed first....this doesn't matter. Once the server reboots or crashes the order you placed the items down is reset and a default order is chosen based on some unknown logic. Better to just overkill it than rely on placement order.

But I'm just wondering.. the backpack item on your screenshot.. is a stockpile icon?
