Housing Tiers
When going from a tier 1 house to a tier 2 do you have to replace all tier 1 mats inorder to get a bigger housing skill bonus? Next question or this should have been my first question, do you get more skill points when upgrading your home? Thanks!

switching from tiers means the room for the workstations has to use materials that reflect the intended tier

so...

Tier1 materials are:
  • Henwlogs, Mortared Stones
Tier 2 materials are:
  • Brick, Glass, Lumber
Tier3 materials are:
  • Corrugated steel, Reinorced concrete
Tier4 materials are:
  • flat steel, framed glass

when you demolish a house from say tier1 the hewn logs are recyclable to a degree in terms that you can use a sawmill to reduce em to boards, which can fuel other workstations, and so forth.

Im not sure what you mean by housing skill bonus, but my guess is your talking about the boost from furniture, which is done by placing decorations, so a sofa decoration in any given room makes that room a living room, however certain workstations automatically dictate what type of room it will be.. hovering your mouse over the blue circle bottom left will explain a little more.

and skill points from construction is a server settings, may/may not be active for you

You don't get anything skillpoint related from the tier of a house. All it does is enabling certain crafting stations to work and for these you only need a certain amount of tier x material in the room (see crafting station status)
