The resion i am asking you this is if you are runing a 64 bit OS then what mite be happening is Steam is luching the 32 bit short cut.
If thats the case you need to go in to your steam folder C:\Program Files (x86)\Steam\steam\games ,and use the 64 bit short cut for the game if it has one.
I use Bit 64 but what u said about C:\Program Files (x86)\Steam\steam\games is just a ico !
So what i need to do???!!

do i need 64 to run it ?
64bit is /ProgramFiles(x86) 32bit is just /Programfiles
You might want to run in compatibility mode though I am not sure if it will work
