services issue
I turned it on today and found that although quest2 was connected to the computer, it didn't show a desktop, so I decided to reinstall it. As a result, problems with service occurred during installation. It says virtual desktop service.exe failed to start.verify that you have sufficient privileges to start system services. I am not using any firewall or security software or vpn. I found a remnant of the virtual desktop in the task manager after my last use, so I shut it down. I don't know if that has anything to do with my situation.

Moreover, the solution I have seen elsewhere is to open services.msc, but there is no virtual desktop service in the program

Create a new Administrator user on your computer, sign-in to it and install the Streamer from there. That message is a permission issue and that should solve it.

I encountered the same issue and creating a new administrator account didn't work for me. What I was able to do was go to C:\Program Files and delete both the 'Virtual desktop' and 'virtual desktop streamer' folders, then I went to Steam and uninstalled Virtual desktop. Restarted my computer and then Installed virtual desktop on steam and ran the set up again and it installed successfully with no errors. Posting in case anyone else experiences this in the future
