Start with investigating the scene of the crime. If you envision the scene, you should notice the steam valve (this should give you 'cold air').
Next, talk to Peters, use all the dialogue questions, in particular those about Carlotta. He'll tell you she knows Shu. Ask about the noises, but do not suggest it's the engine (this should give you 'noise').
Next, talk to Carlotta. Ask her what she was doing in the engine room, if she righted the boat and if she knows how the boat works. Then ask about her relationship with Shu, based on what Peters told you. Ask about Shu's reputation, then Carlotta herself, and finally ask if she's a competitor (this should give you 'competing affairs').
You're now ready to present your case, with time to spare. Take Fogg's advice to heart, don't pick the abrasive options. Hold up your hand for silence. Discuss the lack of a scream, state what they reply is not the important point, disagree with Fogg, and say there was a louder noise. Peters will say it's the engine. Mention how the crime must have been perfectly timed.
Go on to the time of death. Ask Jaffar how sure he is about his estimate. Suggest she was cold for another reason, like a cold blast of air. Again, motion for silence. Push on about the personalities, point out that Carlotta is the most calculating. Finally, mention her business affairs with Shu. All that should give the 'time of death'.
Now sum up what you've discovered - the steam valve, how the perpetrator had to understand the engine, how cunning they were, well-informed about the ship. Point the finger at Carlotta and hammer it in with how she herself said she'd righted the ship.
All of that should put Carlotta in chains and you and Fogg scot-free - and with a free ride onwards from Honolulu.
This particular achievement is iffy, since there are so many 'wrong' dialogue options, and it's easy to miss one of the four elements required.
