I believe some of you have obtained secret drill plans before, but I can't find any references about this item anywhere. So I think I will share what I know about this item.

Passepartout explores Beirut, then he will notice a group of merchants (don't stay at the quayside). He can not stop looking around, and at a closer look, a woman will barrel into him, dropping the secret drill plans. It is a unique trading item which can be sold somewhere. Otherwise, he can keep it and travel to Batavia.

In Batavia, stay a night in a hotel. Passepartout will try to make some use of the drill plans. He can ask either the concierge or the maids. Eventually he will meet Wulandari, who wants the drill plans back. Passepartout can give it to her immediately. Otherwise, he can refuse the demand.

If Passepartout refuses her demand he can "name his price", giving the plans to Wulandari for 2000 pounds. Otherwise, if he keeps refusing, three maids will beat Fogg with iron clothes press. If he is still stubborn enough to refuse the demand, the maids will hurt Fogg more.

P.S. Aftter this event occurs, when Passepartout travels from Batavia to Manila, he can claim he knows Wulandari to the rebels. He can also show the rebel flag (obtained in Batavia) to them. However, it seems it has nothing to do with what happens during the journey leg.
