You realize that this makes Chucky's power beyond predictable which is one of things it lacks right now. When you can predict how the power will be used it kinda makes it too easy to avoid.
The killer isn't even really all that good which is why he stopped being so common after a month.
If we were going to adjust his power it might make sense to have made it less malleable mid turn and what not.
So stop talking about a survivor bias... I know Tru3 said it.. but he is wrong in that regard.
