They could make a mix between Bubba (good control but bad range/speed) and Billy (bad control but good range/speed) and make Sawrunner have moderate control and moderate range, but that would probably seem redundant to most players. Mace would just be a W+M1 killer, and I can't see Carcass working for a number of reasons. Book Simon would look too similar to normal Simon, not to mention that his primary weapon is a ♥♥♥♥♥♥♥ shotgun... although the sledge hammer variant could work if not for the visual similarity to Simon. If the survivor was Doctor Purnell instead of Simon it could work, but then music comes into question. If the killer was Sawrunner, "Saw Your Skull" works perfectly for chase music, but if it's Book Simon, many people would probably be agitated if they needed to listen to some form of "Kill Yourself" every chase (even though I love it and even have it set as my ringtone).
Taking all this into consideration, Sawrunner is still the best option for killer purely based off of how iconic he is to the game and how intimidating he is to players. His theme "Saw Your Skull" (or some variant made by DBD devs) is perfect for chase music with something like "Chased" being distant aura music, and something like "I'm Sick" being close aura music.
Music out of the way, we run into our second biggest problem, what would his primary attack be? In the game he only uses the chainsaw, which raises concern for a primary attack. The only way I see to solve this issue while staying true to the character is by having a multi-stage damaging system with the chainsaw. I know it sounds stupid, but this may also solve the issue of him being too similar to Billy/Bubba. You see, he could just walk around with his chainsaw idle like Bubba, but when he goes for a basic attack he hits them with the chainsaw as it quickly revs up, not giving time for the chainsaw to be in full motion, therefore only wounding them. His special ability could be to rev up his chainsaw fully and release his bloodcurdling scream to warn survivors in addition to wielding the chainsaw with one hand while running frantically like he does in-game. During this time (which is to be determined by the devs, I would say around 10 seconds) he moves faster and will one-hit down survivors. This works completely differently from a chainsaw dash like the other killers because it still functions like a basic attack (similar to how he attacks in-game). I'm not sure what a good speed would be, but somewhere around 150-160%. No slower than Legion's frenzy which is 130%, but no faster than Oni's dash which is 195.5%. Having around 155% would make him slightly slower than the Spirit's phase-walking which is 176%.
To make him even scarier, add the Legion mechanic where if he downs a survivor during this rage, the ability is extended an additional 5 or so seconds (without the heartbeat to see survivors of course). After hitting a survivor he could make one of his bloodcurdling screams to warn other survivors the duration has been slightly extended. The ability could last until he runs out of time, is interrupted, canceled by the player, or breaks a pallet/wall by hitting it while using the ability.
What perks/add-ons would there be? I have no clue, that's up to the devs. I could sit here for another 2 hours thinking of them, but that's a lot of work for a DLC that will likely never happen. As for the map, some good picks would be the Asylum, the Apartments, the Forest, nighttime Kirkville (Simon's home town), the City, the Underground, the Subway, or my personal favorite, the Nightmare Sequences such as My Life Ends Here.
The mori could be some generic chainsaw kill or more interestingly, they could get creative and show the survivor's sanity degrading by showing flashing images sort of like Simon at the start of Cry of Fear. It could show flashing images of bloody walls in a padded cell that say morbid phrases like "You were going to die anyway" or "There is no rest after death" (they could even quote their slogan "death is not an escape" as one of the possibilities) with some even darker phrases like "No one loves you" or "You're worthless" if the devs really wanted to go all out with the Cry of Fear experience. This could also add some variety to the mori if it pulls two or three images from a list of possible messages. In-between the flashes you see Sawrunner getting closer until he inevitably kills you. To other survivors it just looks like the Sawrunner is approaching and killing the survivor. It only shows the images to the survivor being mori'd and maybe the killer.
All-in-all, I doubt this will ever happen, but a Cry of Fear chapter is the only thing that would be better than the Silent Hill chapter in my opinion, so I wanted to put some effort into thinking of a way it could be done. Unfortunately, just because it can be done doesn't mean it will be done, but considering Cry of Fear was free and Team Psykskallar seems to be done with the title, I'm sure they would gladly share the license so long as they didn't have to do work on it and got some form of compensation be it a cut of DLC sales or an initial payout.
