When Silent Hill reaches out for victims, it selects them based upon the burdens that weigh down their soul, These victims must face these burdens and come to terms with them or die in the attempt. The monsters Silent Hill creates are based upon these burdens. Pyramid Head is the only exception to this. He was called into existence by James Sunderland's desire to be punished. This resulted in the creation of a killer that Silent Hill could not control.
When the Entity reached out for Pyramid Head it was hoping to find an easy to control creation. Instead Pyramid Head sensed a darkness that needed to be punished. The entity does not call Pyramid Head at the formation of the trial. Instead Pyramid Head intercepts it for his own purposes.
He does not view the survivors as human, but merely tools to be used to punish the Entity. His trail of torment creates deep psychic wounds in the Entity's mind. This pain passes on to the survivors that get to close. Increasing the emotional suffering of the survivors makes them more desirable to the Entity. Pyramid Head responds to this by cleansing the survivor of his torment or outright killing the survivor, frustrating the entity by denying it of it's meal. Pyramid Head will continue this until he can find a more effective way to punish the Entity.

A few problems with this theory.

1. It contradicts the official lore for Pyramid Head in DBD as it states that he serves The Entity since there was a silence agreement between both parties.
2. It's power description says that cages are sacrificial tools for The Entity, in fact the cage score eventes includes phraseology like ''Entity Summoned'' and ''Captive Sacrifice''
3. Pyramid Head being able to kill Survivors does not frustrate The Entity, Amanda does it as well and her lore makes it clear that she's serving it.
