I would however love if there was a mechanic that switched in a kid every hook. Like say when you hook someone another "legion" comes running, gives the one that hooked a high-five then you play as the new one.
Personally i don't really know if you could say perks are cannon at least how they work in the game with the teachables and everything around them.
But if they are cannon they are more or less just abilities killers and survivors have as example Brutal Strenght that tells us Trapper is very strong and in the case of Legion they have the same abilities.
Also saying it is weird that Legion has 3 perks but 4 members wouldn't work because every other killer has 3 perks so there would have to be just one perk for them in comparison.
It'd be an interesting idea for a Legion power/rework. Frank takes on a different persona each time he hooks someone, and said persona might have a different power/improved ability. It'd be really interesting if it turned out Frank was suffering from multiple personality disorder, but I feel like The Legion's chapter was simply about teenage rebellion going horribly wrong.
Frank is pretty messed up and everyone else encouraging and joining in on his behaviour makes sense for the gang.
I don't really see any evidence for Legion being just Frank.
