Camping slugging or refusing to do gens is not taking the game hostage
so you wouldn't count a doctor body blocking the last survivor into a corner and just blasting them with shock therapy taking the game hostage would you?
It doesn't mean prolonging the game by artificial means. Taking the game hostage has several meanings in terms of DBD. Physically blocking a survivor in a corner is one example and isn't artificial.
According to the devs, two survivors hiding and refusing to do gens actually does fit the definition of "holding the game hostage" and is reportable. If people are hiding and not progressing the game, that's against the rules, both against the no "holding the game hostage" rule and the "refusing to participate in normal gameplay" rule.
OP. Report them, move on.
