Claustrophobia(Cruel Limits) leveling locked

Hey guys, I know that now that Stranger Things is back this perk went returned to Demo, but, I have the yellow one for Nemesis (which I unlocked before the chapter came back) but can't level it up, is this a bug or does it mean I have to buy the Demogorgon just to get green and purple?

If you had it at tier 1 when the perks went back to teachables it’s all you have for nemmy unless you level the perk up through demo or shrine of secrets. Same goes for the other stranger things perks.
