They're both good addons but unless youre running indoor map offerings (midwich/lerys/rpd) they are unilaterally worse than just running purple windstorm/swift hunt.
wraith is a C tier killer at best, nothing he has is OP.
stealth killers in general are op on indoor maps and lose effectiveness on outdoor maps.
comments like the one above aren't helpful when they lose context. play against wraith on his best maps (which he can bring an offering to) and you'll swear he's an S+ tier killer. play against him on garden of joy and you'll swear he's one of the worst in the game.
You also cannot guarantee you will go to whatever map you try to send yourself to. Try to send yourself to Midwich and the survs burn an Autohaven offering, now you cannot guarantee youre going to midwich. What if they burn a Sac Ward? Now you cant guarantee youre going to Midwich. What if they see the Midwich offering and just punk out and quit??? If youre trying to play him optimally, just run WS+SH.
If you "swear" he's an S+ tier killer for any reason, you are just wrong.
Is he stronger with it? Sure. But you can still hear his gurgling sounds while he moves around if you listen closely. And once you know he has it, you just have to be more defensive around tall walls.
