Right click on Start and choose "Computer Management" then open the tab "Services And Applications" on right hand side and double click "Services" look for it there and stop it.
Thanks, I found it under "Services And Applications" - BUT, stopping it still doesn't seem to fix the issue with the same error being presented. Not sure what to try next.
Turned out to be Delta Force - I had that game installed and it's anti cheat interferes with other games. Someone was posting a review on Delta Force steam page about it and once un-installing, it worked.
