Cenobite Perks

I'm a new player and discovered that cenobite has been removed. I read that they would make the killer perks general perk in every killers bloodweb. I've prestiged with my Huntress twice and I don't have the perks. Is this a bug or have they not be released yet?

Cenobite's perks have not been made universal yet. They will also undergo a name and icon change, which may explain the delay here.

They have not been made general perks yet. If I had to guess, they may be waiting for the new survivor to release before adding Pinhead's very popular perks to the general population.

I don't think the cosmetic changes are the cause. They have known he was leaving for some time and icons/perk names don't need testing.
