Report a translation problem
It is essentially impossible to get normally without smurfing.
Bring perks to increase your speed like Batteries Included or Play With Your Food, and/or bring perks to slow down gens passively like Corrupt Intervention or Deadlock. Then just keep at it; should get it eventually! Don't give up!
Personally I think perks that will make you undetectable help best with this one. I did mine quite some time ago (I'd guess about 2 years ago), but initially ran into the same problem. At the time Tinkerer got it for me, because they didn't know I was coming until they didn't have enough time to reach lockers. But in general take a look at perks that will remove your terror radius.
It did take roughly 20 minutes before the last person left the locker.
Despite their threat to report me for holding them hostage, that really doesn't work, I wasn't holding anyone hostage, they could have left the locker any time they wanted, it was just the matter of are they gonna wait out the whole match, or just let me get the achievement? Is it really so bad to give someone else an achievement?
Its the minor win they can get from match lost. Still I would give it because it does not matter that much and I would rather go play another match than sit in the locker.
