Also, this is just a nitpick, but those perk names are so boring. "Do No Harm" sounds like it'd be more fitting for a Killer perk in an intentionally ironic way. "Duty of Care" just sounds awkward and kind of generic. "Rapid Response" is similarly generic and also makes little sense given what the perk does. Even the free universal perks have more imaginative names than these three...
Rapid responce is written in a specific manner.. Read the description accurately here or on the DbD page.
Do no Harm:
- When you heal another Survivor, for each hook state they have, heal 30/40/50% faster and gain +3/3/3% progress for succeeding great skill checks.
Bottany knowledge from Claudette already heals 50% faster @ all times... no ramp or anything. not to mention we'll make it or the healing downed survivors superfast.
This perk needs a serious tweek up to matter in the game. 40-50-60 should be more viable.. or 35-50-65 to give it more impact on hook stages
Duty of Care:
- When you take a protection hit while healthy, all other Survivors within 16/16/16 meters gain 25/25/25% Haste for 4/5/6 seconds.
This seems insane to be honest.
Current gameplay
It's quite eazy to step in between a killer and its prey as a survivor and play a little Gandalf You shall not pass . I play pug 4/5 games and you see us do it as well. Maybe that's MMR related.
Especially when that other survivor participated in normal gameplay, is wounded and on death or higher hook stage. You wanna save that pug and escape the trail together.
If i bring Duty of care with support perks (Bottany knowledge for example) and/or equipment -> medkit +add-ons i will be able to create a protection hit to give haste to the surivor that was on death hook.. if the killer doesn't commit to me which happens often i can heal very quickly and simply do it again.
recommendation
I think a unique debuff for X seconds placed on the survivor that was buffed and/or gave the buff is required to prevent back to back haste protection bufffs.
Prevent SWF from bullying a killer.
Imagine having 4 premade whilst 3 or 4 run this perk and use it back to back to hasten each other. All the while killer has to switch targets cause the survivor that recieved 25% haste for 6 seconds will take a long time to catch. The others heal up quickly and join this unending train of healthy to wounded. Not to mention that healing in between also cooldowns the equipped exhaustion perk.
Usefull or not?
This perk is espcially effective vs killers that rely on wound and then down a survivor more so when they can only hit one survivor at a time to guarantee that haste buff being applied.
Whilst this perk loses almost all its value when survivors play wounded throughout the match: Ghoul - Plague - TIII myers - Legion for example.
Rapid Response:
- When you do a Fast Locker Exit, you suffer from the Exhausted status effect for 30/30/30 seconds.
-When you gain Exhausted, you see the Killer's aura for 1/1.5/2 seconds.
-Exhausted prevents one from using perks that cause Exhausted.
This perk on its own (activation) seems extremely bad.
But it seems to be complementing Lithe, Balanced landing and Sprint burst.
Perk is decribed in 3 bulletpoints. Not one.
When you fast vault and proc lithe.

Tis should activate giving you a minor edge in mindgaming a TL section after that windowvault and not running into the killer arms by accident.
You could try to see if this works for you by trying this loadout in the PTB:
Lithe - Rapid responce - Dance with me - Quick and quiet or Iron will.
You fast vault (silently).. gain 150% sprint speed for 3 seoconds, Leave no scratch marks for 3 seconds. see the killers aura for 2 seconds.
Your goal is to have to killer lose line of sight of you from this point and not let it regain it thus forfeitting the chase/search.
this performs okay-ish vs Ghoul if you use iron will and wait to do your perk magic after you've been hit by its power. .
offnote; If you're having a hard time to time dance with me (when to stop running). keep an eye on the sprint timer cause it's the same timer.
Or use fixated to see your own scratch marks to practice.
