If they do another Anime inspired chapter, who should the killer be?

I for one would like to see death note.
Its popular and Ryuk would be an Ideal killer.
It could even Be Light, with Ryuk hanging over him and appearing to the survivors when the killer makes an attack.
Dunno what his power would be though... thats the hard part.

Momentary Mindcontrol? cool in theory but might not be fun to play against.
And instakilling is of course out of the question.
Maybe make it similar to Cenobite, having to find the Notebook which then unlocks some killer powers or allows the survivors to use it against the killer.

Any ideas or other concepts?

I don't think Light or Ryuk would be good additions as actual characters, just as skins. Ryuk for Dredge or Nurse maybe.

However, I did come up with a unique take on the Death Note mechanic. I am not sure it would be viable to play as but it would be unique:

The killer, be it Light or Ryuk, can not attack normally. Instead he goes around the map trying to "stalk" survivors, slowly exposing their names letter by letter until they are completely revealed. Then the killer can use the Death Note to write that survivors name down. Once it is written down, they have 40 seconds of the "Deathknell" status unique to the killer (because why not). When that timer runs out, they instantly drop dead like they were moried by Myers or a Pig trap exploded. To combat this survivors can find "fake IDs" around the map to lower their stalk meter again. That's the general gist of my concept.
You can argue about additional stuff like Ryuk, if they choose to make him the killer, being invisible until a certain "stalk" point has been reached to make the survivor aware that they are being in danger and need to find an ID and jazz like that.
Again, I don't know if this would end up being viable or even fun for both sides but it certainly would be extremely unique. Indoor maps would be the killers absolute counter but since map offerings get reworked I guess it would be fine.

Some IPs I'd love to see as actual characters:

Jojo (either Dio or Kira as a killer, Jotaro or Giorno as a survivor)

FMA (Edward as a survivor, use Fengs skeleton as a base for the small joke. Not sure which killer I'd choose. Father would make the most sense but his design would be too "normal" for me. I'd choose either Envy or Pride I guess.)

Danganronpa (I know it's unrealistic, but I want Monokuma in the game dangit).

Dont see why Danganronpa couldn't be added, we got chucky after all so a short murderbear is not really that far fetched.
But i think we would get Freddy from FNAF before we see any other bear-robot.

Dio from JoJo's would be a great choice since he's got that cocky supervillain attitude kind of like wesker , i don't know how his stand abilities would be adapted though.

Well, her appearance in the first anime episode says otherwise. Blood, gore and a creepy helmet look pretty disturbing. Rize doesn't look scary either, but during the game she acts like a complete blood crazed psychopath.
