Since OP mentioned WoO, I’m guessing it’s because Plaything doesn’t cause blindness. Personally, I don’t think a blindness Hex should be as powerful as an oblivious Hex, because blindness messes with a lot more than WoO (which is both overrated and overhated, IMO). It also messes with Bond, Kindred, and similar perks that only benefit solo queue. Giving every survivor their own Hex totem for Third Seal would overly punish solo survivors (and they’re already punished enough).
NTM, the activation for Plaything requires a heck of a lot more skill from the killer than the activation for Third Seal does. You have to spread hooks to get true value from Plaything. For Third Seal to activate, you just have to attack everyone.
