There are normal snowmen and there are 'decoys'. Usually these decoys - at least from my experience - stand still. BUT a few normal snowmen will stand still as well.
The decoys are the snowmen that will have a jumpscare animation if someone passes them. Just continue pelting every snowmen you see with snowskulls. You should get it after a while

Go to a snow pile, get snowballs, make an instant snowman, use the instant snowman, abandon it, then get another snowball pile and destroy it
