It's explained in the patch notes (https://steamcommunity.com/games/381210/announcements/detail/6360813434308748284):
After reaching Prestige 1 with a character, the Bloodweb for that character will contain a new center node. Pressing/holding on it will automatically claim as much as possible of the whole Bloodweb level. The automation will prioritize Perks first and attempt to spend the minimum amount of Bloodpoints second. This will stop if you run out of Bloodpoints, but will continue with The Entity consuming nodes.
And it was already clarified in the Developer Update released in March (https://steamcommunity.com/games/381210/announcements/detail/3722827337101560631):
To ensure that players familiarize themselves with the contents in a Bloodweb, this button will only appear once the character has been prestiged for the first time.
No. The same things cost the same price, but if you automatically select each bloodweb (meaning, you press the middle button and complete all nodes at once) you might find that you're spending a little more than if you did it manually because the automatic method tries by default to get you nicer things like perks.
But to be clear it's only more expensive in the sense that it tries to go for higher-priced items. The items themselves are not more expensive than they otherwise would be.

The non prestige ones need it more.
