perks are heavily dependent on how you wanna play, whether it's focusing on gens, saving teammates, or running distraction.
personally i like messing around with doctor and shape, but i prefer to play nice killer

Chaos Shuffle is a very good way to experience perks that you may have disregarded or not known about. You'l likely end up discovering perks that you like.
Regarding killers, any killer can work if played well, and arguably the single strongest killer in the game, Nurse, is (if I recall correctly) free to everyone. I would suggest instead looking at gameplay videos of different killers and deciding on one based on how fun they look rather than worrying about efficacy.
Quick note : you can unlock every character and perk over time as long as they are not "from another game/media/movie". You can unlock all the perks *eventually* through the in game shrine even for premium only killers. Be aware that "premium" killers are not pay to win; there is a quote from one of the devs that said DLC killers are pay to lose (- Dave 2016).
The best killers in the game are Nurse/Blight and this has been the case for many years. The problem is that these killers have what is called "a high skill floor" are difficult to play for someone who has not spent a lot of time playing killer. Most of the "regular" killers have simple powers that can be learned and used with almost zero explanation. You need ~30 or so hours to be decent with Nurse or Blight's power and not make a complete mess of using it "wrong".
It's very hard to learn all the killer things you need to be doing when you cannot get their base kit chase power to "work" as intended.
As for survivors you need to realize they are all just skins and effectively equal; be aware some are quieter than others but they are moving to balance the quiet/loud ones so that there is no "advantage" from one character over another and the only differences boil down to aesthetics and costume options. Technically if you want an "advantage" character then you should consider buying ace *with shards* that are earned by playing in game.
"What perks to use" depends very much on who you play. Generally speaking Pinhead and Pig are not treated as "good/strong" killers (pig is very weak actually) but those killers do very well with a hex perk called : Face the darkness. In short that perk makes survivors scream and interrupts secondary objectives.

For killer it depend on the killer you want to main but you cant go wrong with pain resonnance and grim embrace i think artist give those perk. If you are looking for a killer to main i would advise you to play blight or wesker and keneki look promising he will be release next patch.
