If you strafe (move left or right) while using your power, the little rectangle hitboxes will continue to spawn in front of you, even though your current position is actively changing.
That's how I understand it works anyways.
To put it in a more funny way, think of a Kit Kat Bar broken in 4 pieces extending one after the other in front of you from top to bottom, but the two bottom pieces have been partly eaten. (Now I am hungry for chocolate...)
So if you want to hit someone Over an obstacle, you have to drag very early, otherwise dragging won't do much since the top sections of the hitbox will most likely be already over. However, if you want to hit someone in a gap Under some obstacles you can drag on one side or the other by moving your character in order to hit the survivor's feet.
You can do the same if you miss the survivor running in front of you, you can try to drag so the bottom hitboxes that triggers a bit after the top ones hits the lower body of the survivor or their feet. I suggest you do some tests in Custom with a friend if you can. It could be a good way to figure out the length and trigger speed of the hitboxes.
Also, remember that the survivor hitboxes are the same size no matter the survivor height or width. The hitbox also always has the same shape, placement and size when they are standing, which means even if the survivor is leaning forward because of the injury pose, the hitbox does not lean forward with them. You can use the Survivor's booty as reference of where the hitbox is located. Think of it as its middle point. Aim there, you can't go wrong if you try to slap them there.
