I've spoken to other people who've had similar problems with the Steam version of the game and the common denominator is Steam itself. Everyone has said that other games run just fine, it's just DBD that will not work properly. I can attest to that, as all of my necessary hardware is up-to-date and I am able to smoothly run Baldur's Gate 3 through Steam.
The real kicker, though, is that Epic Games runs Dead by Daylight without any problem. I don't even get the lag I've been getting since they added Castlevania, yet I am still playing on the exact same PC. So, if you have access to DBD through Epic Games- I'd recommend linking your accounts and playing through there for now. That is the only solution I can offer, because I think this is something on the end of the Steam version of DBD.
I sent a lengthy report to DBD support and hopefully once the work week starts again, I'll be able to get some clarity on what's wrong.
