Define what you mean by 'wasting pallets'? I doubt there is any rule breaking involved but I am interested in more context.

You cant report anyone for dropping every pallet they come across because it's not bannable.

they are not even punishing hackers without video proof

It isnt reportable its just being very bad at the game.

If they run around and throw all pallets they come across? I guess thats griefing

Depends in what context. If they are throwing them down intentionally then that can be considered as griefing, so yes that can be reported. However, if they are just throwing them while being chased by a killer, then this could just mean they are new and do not know how to utilise pallets compared to a more skilled player, this can't be reported.....

actually even tossing them down when no killer around isnt griefing as in gameit states they can be used to alert killers and distract them from other survivors ie in chase ect . i personally think its dumb because ive had survivors try sand bag tossing palets but dbd wont consider that or even locker spams as its a distraction . least from all years ive played not once seen anyone banned for that behavior

Context needed. Here's an example: Someone decided they are looping killer and dropping all the pallets expecting the team to do gens, but you see them as wasting pallets cause you have a challenge that requires you to pallet stun the killer x times in a single trial. You end up getting chased and no pallets left for you to do. You'd need perks to see them and the killer at the same time to see they are away from each other the whole match. So it's kinda hard to know or prove that.

There is also some challenge that rewards you for dropping X amount of pallets while being chased and that.

In any case, dont see why this would be bannable. Like playing bad? Lol

Some people may also do it on purpose while not being chased to attract killers attention for some reason (to complete other challengues, to help friends because they are better at looping, or a general distracion before others got spotted, anyway).

Its not reportable, because people being stupid is not reportable.

If they're not being chased and dropping pallets one by one, that's pretty much helping the killer.

That's a pretty slippery slope; "Not playing how I want you to play" isn't helping the killer

For "wasting" pallets to count as a reportable offense(aka; griefing), we need to account for what they're doing.

If they're purposely just running around the whole map throwing every single pallet without being in chase, not contributing to gens, and overall just purposely hunting down each one to throw them all down, then the player is not participating in normal gameplay.

It's more-so applicable if they have a prestiged character or perks equipped from other survivors which show that they have a multitude of hours accumulated. That means they know how the game should be played normally, yet are refuting the gameplay flow.

Factors like this determine if they're legitimately throwing the game, or are just a bad/unexperienced player.

Honestly if you run across him watching drop all the palets, you are also not contributing^^

yes everyone has perks to detect if a player are running and dropping pallets non stop, in the other side of the map, while not being chased by the killer.
