It's going to vary depending on what killer your playing, but reworked leverage has been doing acceptable for me, and coulrophobia has strong potential on large terror radius killers even more so against new to mid level survivors who will struggle with skill checks. For support either deathbound or nurse's calling are solid as they discourage people from healing.

I personally enjoy stealth killers and utilize a lot of anti healing or hit and run builds on and off! This advice is really solid; you can trust Void they're a homie! If you learn how these perks complement and synergize with each other - you'll be popping off in no time with some cool builds!

There are two ghost girls - Spirit and Onryo. Both of them play very differently.

I play Clown a lot, and my build for him is Caulrophobia (slow healing in terror radius), Distressing (larger terror radius), and Thanatophobia (slower gen repairs based on injured survivors).

I'll couple that with an aura reading perk like Friends Til The End or BBQ so that I can pick out my next victim right after a hook.

So Onryo and Ghost face have mostly similar builds. If you wanted a hit and run style sloppy butcher + nurse's calling and then a gen slowdown (surge, pain resonance or grim embrace depending on what you like) and a tracking (discordance, floods of rage or bbq are probably some of the better options).

You can never go wrong with "Sloppy butcher". Some Killers also have Addons that put Bleeding or Mangled on their M2, but generally they arent worth it in my Eyes.
Reworked Leverage from Skull Merchant is countering "Well make it" or double healing.
Scourge Hook: Gift of Pain (?) from Pinhead is also good. The only real issue is that its a Scourge Hook.
Hysteria from Nemesis doesnt affect Healing BUT it makes injured Survivors Oblivious when you hurt someone Healthy. Since you like having multiple Survivors hurt this makes creeping up on someone far easier. It can also "confince" more Survivors to heal instead of just doing Gens injured.

Try using an "Exposed" build. Even if they heal, it's useless.

Play bubba use chainsaw. They can heal all they want and you can one hit them.

Generally speaking, I consider A Nurse's Calling and Forced Penance to be the best anti-healing perks.
Nurse's Calling is best on killers with movement speed abilities or a ranged attack, so you can interrupt them before they're done.
Forced Penance can block them from healing for 80 secs, if they're near a teammate when you hit them.

Forced penance is like the lowest option when it comes to anti healing. They have to take a protection hit specifically. If the group isn't altruistic, it does nothing. Sloppy ALWAYS gets value, unless you are using an M2 killer or the like, which instantly makes it a better option in most scenarios. Not even talking about current leverage, or just running a killer like legion.

No argument. I usually prefer Sloppy, but I run Forced Penance when the group is an obvious SWF. 25% longer healing means nothing to those groups, Broken can really screw up their plans.
If I've got Sloppy, I'll usually pair it with Nurse's Calling. If I've got Forced Penance, I usually pair it with something that allows for easier unintended protection hits, like Discordance or Unforeseen.

which perks and addons should i use for that?

Leverage + Gift of Pain

Leverage will reduce the speed at which they heal the guy they're unhooking, Gift of Pain (assuming it was done on a Scourge Hook, which is doable probably 80% of the time) will give the target Mangled and Hemorrhage, so they'll heal a lot slower, and if you interrupt the heal they'll lose progress.

These two together will make it very, very painful for non-heal builds to heal someone under hook. It will waste an exorbitant amount of time, and you can very easily interrupt it.

Bonus points if you do this as Vecna, and then after 20-30 seconds you fling a dispelling orb at them while you have the add-on that'll make them broken.

I wouldn't invest additional points into this, there are diminishing returns. Pain Resonance and Grim Embrace would be the final two perks I recommend to combine it with. This way you have some slow down, and very heavily punish them for healing (if they abandon a gen that is regressing by the time they are done healing it'll be in a very bad state). This will encourage survivors to either waste a lot of time healing, or to try and power through it while injured.

Healing builds (especially something like For The People) can counter this, but that's not common.
