There are 3 things you can do:
1. Join experienced players. So your lobby's MMR goes up. You can use DBD Discord to find other players. Find your community using whatever app is popular in your region.
2. Escape as many matches as possible. So your MMR goes up. Then you won't see killer bots anymore.
3. Record and report (in-game and support ticket[support.deadbydaylight.com] with video linked/attached). So these killer bots will be banned and you will see fewer killer bots.
The bots you meet - they are players who are using bot/macros. It's bannable.
You said they are standing still and attacking the air so that is being AFK. I understand these are bots but these are AFK bots so my point still stands. I haven't met any of these bots and I'm pretty much a noob but my MMR is high enough not to be paired with them.
Even if I'm unlucky enough to get one. Just doing the gens and leaving is like 5 maybe 10 minutes and you can go next.
The killer bots could be a player leveling up their account with bots/macros. Some of them could be cheat sellers. Who knows. On the right side of their score - you will see the thumbs up/down button. Report them in-game. Then go to https://support.deadbydaylight.com/hc/en-us/requests/new and send your video evidence.
