you have to buy the rift with cells, its an unlockable

Premium Rift Pass-$10 (1000 Cells) He’s the very first unlockable and IIRC a recolor of his outfit is the last unlockable in the pass.

ETA: Also, he’s a skin for Trevor Belmont, so you have to have Trevor to play as Soma.
