In coordinated SWFs it's gonna be a nightmare. In solo it'll be so situational that you'll hardly ever see it. Still, I wanna try it with my healer-build.
No worries, it's just the poor description of the perk that is easy to misunderstand tbh.
I played the PTB. So I can confirm that you actually gift your hook state to the person you just unhooked. The perk is super altruistic, just like 'For the People'. You unhook, you get that person's hook state, and you also scream and get exposed for some time. The unhooked person goes away like that hook was just a bad dream haha.
