Regardless of whether Billy is actually too strong now or not (I do not think so personally), I do not trust BHVR to touch him ever again. They tried tuning him down, and he was turned into a joke. They tried bringing him back, and they introduced an unnecessary mechanic because they refused to let their work go to waste.
I have more faith in BHVR than most people do, I think 8.1.0 is going to be a fantastic midchapter, but if they never touch Billy's kit again, it'll be too soon.

I think his original design was a very good example of a killer that was strong and capable, but didn't overstep his boundaries like Nurse and Blight do now. He seemingly has everything a killer could want on paper, but good survivors could throw him for a massive loop unless he too knew what he was doing. Losing to a Billy always felt fair, and even nowadays, I still think this is the case. Sure, he can move at "Mach 10," but he has a hell of a time trying to control that reliably, and even when a Billy does have a handle on that, it still comes down to what a survivor does a large chunk of the time.
