Overall I agree he needs a rework but for now I'd say He's weak but quite alot of fun!
It honestly depends on the person and what they prefer.
Also if you suspect tombstone, locker: he can't use it on you there and has to either hook you or bleed you, in which case your team can just do gens if he's hanging around you.
You know it's either tombstone or unlimited (or both) if he takes a really long time to get to tier 3.

That sounded like you whining, like all the people who say Skull Merchant is "boring" to go against because they don't know how to handle her.
