Of course it's underused. You only have 4 perk slots, can you really justify taking it?
Whispers is a very nice perk in certain situations. but those situations are normally when you've already won the game. Its range is simply way too big, so knowing a survivor is in the area isn't much use in general.
I'd take Spies from the Shadows over Whispers if I had to pick one. It gives more consistently useful information throughout the match. And I have been using it, since I've been trying the Merciless Killer w/ 3 universal perks achievement.

By which point you've wasted so much time trying to triangulate their position, you've already lost a gen. Assuming they haven't moved.
The only use for Whispers for locating a survivor in that way is if they're on the ground and crawled away to god knows where. Again, a situation that is only going to happen when you've already won the match. It's also extremely useful for figuring out which exit gate a survivor is near, but again, you've already won the match.
With practice you don't even need to triangulate and can make some strong guesses where they are if you know the distances and map layout well. Also good for scouting gens so you don't need to travel all the way. Someone already pointed out its good with Ghostface as it tells you when to crouch. Granted, there are more powerful perks and I often only take it when I play Ghostface. Its just a much better perk than people give it credit for.
