With your version, SWF Survivors would just co-ordinate to not actually start chases or make unhook attempts and instead get the bar to stop so the Killer can't safely leave the hook to defend objectives but also can't stay because the hook has stopped progressing entirely.
When making any kind of suggestion, immediately follow up with "How would SWF mis-use and abuse this just to be as petty as possible?"
But it just isn't a anti camping mechanic nor labled as one, it's a anti face camping mechanic so actually it does it's job perfectly fine and how it's suppose to work.
It's like saying totems aren't working because you cleanse them but it doesn't progress the gens because they are different mechanics.
i can imagine two reasons
1) it was endgame/exit gates powered
2) at least one other survivors were near you
Because it's a mechanic, not a cheat.
