Jeff's Distortion is a popular one for people who want to hide.
Dwight is great for people who want to play around their teammates, and Bond is an excellent perk.
SB takes a bit of know how, when and where to use it. Adren is useful if you can make it to end game, which if you are asking what survivors to get up, you probably aren't doing too much of.
Would def target windows as your first/starting teachable. So Kate.
A exhaustion perk you should probably pick up is Lithe over SB. SB really does take getting used to and, again if you are asking questions on what survivors to get up, you probably dont know when/how/ or where to use SB.

Dwight has 2 perks of importance, Bond which lets you see your teammates, and Prove thyself which gives the person you're working on a gen with a repair speed bonus (It's not as good as it sounds).
Kate has 2 good perks, Windows of Opportunity, which shows you all vault locations, pallets and breakable walls within 32m. It's the best looping perk in the game. She also has Boil Over, which makes it hard for the killer to move when you're picked up, and if the killer drops from a decent height then you gain 1/3 of your wiggle bar. People like to abuse this and go up on high places where its difficult to reach a hook, because then you wiggle off fast if the killer drops from that height. Her other perk is good for escaping chases, but you don't really want to escape chases in this game.
Feng has 2 really good perks and 1 good perk that helps if you suck at hitting skill checks. Her best perk is called Lithe, whenever you vault a window you get a speed boost kind of like Sprint Burst, but with this perk you get to actually choose when you want to use it. Her other perk is called Alert, whenever the killer breaks something (generator, breakable wall, pallet) you see the killer for 5 seconds. Her other perk just makes failing a skill check silent, but it increases the amount of progress you lose for failing. It helps if you can't hit skill checks well.
After those characters, I recommend getting Zarina next, she has a perk called Off The Record which makes your endurance effect last 60 seconds when unhooked instead of 10 seconds. This is one of the best perks in the game, and it helps a lot against tunneling killers.
After them, you'll pretty much have the best perks in the game. Then you can just work on prestiging all of the other characters, in which ever order you like, just find an interesting perk and level them up. Once you have the best perks, it's kinda just mess around with silly builds and stuff.
