The unlimited teleports is nice.
The whole thing about not losing bloodlust and being able to chase while Demanifested is also nice.
The lock-in of two bars of condemn at hook is... also nice. Not a big deal for me.
She's fun. I like it. I'll definitely still play her.
I see no downsides in her update for me, and just some upsides.

Main problem being the condemned cooldown, since the counterplay is incredibly easy since tapes give you no downside in taking, take 1 second to grab/deposit and TVs interacted with by survivors are off for 70 seconds and cleanses I think 3-5 stacks? I don't remember correctly. Plus, she's still just an M1 killer in the end. Bloodlust and no stun in demanifest is probably her only saving grace. Basically you're not going to gain a lot of condemned for pressure and rely on a lot of pressure related perks. You're also not going to get a lot out of the condemned-hook lock if survivors aren't gaining stacks either.
She also has some addons that aren't worth running, the Iridescent Videotape (Removes condemned on teleport for TVs staying on after teleport, 20% longer cooldowns if survivors touch them) is pretty useless since survivors can also see the aura of an active TV within the 16m radius so you can't mindgame your teleports with, say, VCR that plays the projection effects on every TV.
The only positive I can say is the free movement, but even then it's restricted if a half-decent group touches tapes sometimes.
And she was never at the bottom of any tier list in any sense of the game or in any kill rate released by BHVR. This is just pure cope to believe she was ever bottom tier
The Onryo in the PTB was very solid. It took the best of the first version and the second one while ditching the (BOOOOOORING) condemn spam. I felt back the return of a "strategic" character, for the lack of a better word. Teleporting where you thought the Survivors were going, teleport mind games... the best thing was, for me, the return of a very flexible character. No more "obsessive Condemn": you could choose your strategy.
Why they nerfed her is beyond me. The PTB Onryo could be countered just fine - which was only a prompt for the Killer to be unpredictable. Everyone was saying: "Finally! A fun and balanced Killer!" So, where was the problem?
One second animation to take and put back a tape. TV auras visible to the Survivors. Did anyone actually tested this? I had a game against a SWF group who just turned off all my TVs at the beginning of the game and played "TV denial" for the rest of it. This is simply broken.
"Clever players could..." Pro-tip: "Clever players" means "Good players". Every Killer has them. And Survivors are clever too.
On BHVR board just everyone is saying "Bring back the PTB Onryo - full stop". It is that simple. We will see.
They added extra nerfs on top of her rework, and now she's functionally powerless.
Ultimately she's way worse off because of the nerf to Ring drawing. That addon was popular not only because of the slugging playstyle but it increased the ease of giving somebody a Condemn stack. Now you cant use it to do that, and cleansing yourself is as easy as its ever been. Yeah she locks in stacks if she hooks you, but only if you have stacks to lock in.
