Outside of his Hidey Ho mode, you can see his footsteps. Even through obstacles.
When he does his Slice and Dice, he screams VERY loudly, and if you listen out for that, it's really easy to time DH. It's also very hard to turn during the attack, so if you juke sharply especially around terrain, he's literally got to fling his mouse across the room to try and 180 to hitting you, and it's more luck than actual precision.
He's also slow, 110% speed compared to the normal 115. Some loops if you're a veteran looper you can extend a bit more if your distancing is good.
If you hate him crawling under pallets, you can bring Any Means Necessary. If you spam it at the pallet, he can't crawl under it, so just do that and wait until his power expires.
For some people, including me, a more stealthy / aura reading of the killer build can be very helpful. Rather than waiting for killer to get to you and trying to loop (not being able to see him as well makes that method harder).
This is the strategy that the groups Ive been in have had most success with. Multiple ways to deal with him though im sure.
I also use a stealth/aura-reading build, so I second this approach.
I've been running Calm Spirit, Fogwise, Dark Sense, and Kindred.
Also, I like to use the key with the Blood Amber and Wedding Ring add-ons (see killer aura + less likely to become the obsession). The Ring also lets you see who the obsession is, so you can communicate that if you're on coms.

In terms of chucky himself and not perks, you can hear him giggling in hidey-ho when hes close and I noticed that his footprints follow him in hidey-ho if hes chasing you making it a little easier to track him.
If you really hated Chucky, you could go play as a friendly Wraith to make all those Chucky players have longer queue times (and give survivors a break). >:)

i find a good counterplay by bringing him to a open field and always looking at his red glow to dodge his lunges. it may be hard if you use a controller to always look behind you while in a chase.
