Yep, at first I was dissapointed to not see her soul, but the fact that he speaks to her is epic.
When Tiffany has downed a survivor, she may KNOW that Charles would be there for her, be there to help her lift the body. And so he is.
It fits the lore of DBD and Chucky. While a ghost of her would be cool, its hardly needed.
