i cant seem to blind this killer at all

for one pallet blinds are globally bugged since the last hotfix in live
so live and ptb share the same unfized bug which is:

cant blind killers during pallet break anim

I didn't even think about that. He moves so dang fast and is so small that it doesn't seem feasible to do this consistently.

From what I can tell, you aim at the puppet head in all situations except for flashlight saves, then you aim at the ghost's head.

There's no mention of this issue in known bugs and it's never even been reported.
I've had no problem blinding any killers either at pallets or during pallet break animation.

Yes you can, I just finished some killer tomes and was blinded multiple times on multiple maps in multiple matches during the pallet break animation.

I was playing against bots armed with flashlights and they had no problem blinding me, even in hack and slash I was blinded a lot. DH/OTR/BO/LB were their builds.
One match I switched out BO for Chemical bomb, not a bad perk.

it reports that the blind happened but if you play killer the blind doesnt actually occur
